| 中文摘要：本文探討台灣國家人權委員會成立三年來運作的挑戰，基於質性訪談和文獻分析探討，總結出委員會在運作中的三階段挑戰：一是當前的挑戰，包括委員會共識不足和職能定位不清；二是亟需解決的挑戰，如人事與行政問題以及預算執行不夠完善；三是長期的挑戰，特別是監察人權狀況、人權教育的推廣及人權侵害調查的建構。在獨立性及效能仍需進一步提升，並提出改善的建議以促進其人權保障。 |
| 英文摘要：Based on qualitative interviews and literature analysis, this article explores the challenges in the operation of the National Human Rights Commission of Taiwan (NHRC) over the past three years. Three main challenges in the NHRC’s operations have been identified: first, immediate challenges, including a lack of consensus and unclear positioning of the Commission’s functions; second, urgent challenges that need to be resolved, such as personnel and administrative problems and inadequate budget execution; and third, long-term challenges, particularly in monitoring human rights situations, promoting human rights education, and organizing investigations into human rights violations. The independence and effectiveness of the NHRC still require further enhancement, and recommendations for its improvement have been proposed to promote the protection of human rights. |
