| 中文摘要：有民主才有法治，有法治才有福利。本文以臺灣身心障礙者庇護工場發展歷史回顧的資料進行文本分析，並對應民主化歷程與福利發展脈絡的事實，進行庇護工場政策評估與分析，結果發現，目前身心障礙者庇護工場政策中央與地方政府仍賡續執行，雖然庇護工場的家數有微幅增加，但仍有不足、產能核薪合理化等議題延伸的挑戰仍尚待解決。最後，本研究提出身心障礙者庇護工場政策之建議。 |
| 英文摘要：Rule of laws is based on democracy and welfare is based on rules of laws. This article analyzes the data of the development history of the sheltered workshop for persons with disabilities in Taiwan, and analyzes the facts of the democratization process and development context, and conducts the evaluation and analysis of the sheltered workshop policy. It is found that the current policy of the sheltered workshop for persons with disabilities is continued to implement by the central and local government. Though the number of sheltered workshops increased slightly, it is still insufficient and the extended challenges of rationalization of wages by production capacity remain to be resolved. Finally, this research make suggestions on the policy of sheltered workshops for persons with disabilities. |
