英文摘要:In the world where war leads to more suffering, conflicts leads to displacement and movements of refugees and migrants on massive scales and injustice leads to violations of human rights - human insecurity still represents a significant challenge to many states, including in Southeast Asia. Therefore, the promotion and protection of human security is a central issue of our times. Human security provides one of the most important protections; a person-centred axis of freedom from fear and freedom from want and to live with dignity - elements that sit at the core of human rights. Yet, despite the centrality of human rights within human security concepts, the relations between these concepts have not been reviewed in a systematic way. This paper explores two ways in which human rights and human security interacts and appear in academic discourse in Southeast Asia, especially among the Association of Southeast Asian Nations (ASEAN) states. First, how is human security and human rights progresses in academic discourse in this region? Second, how have the countries in the region been effective sin upholding its obligations to promote human security and human rights? The study utilised qualitative research method and content analysis to review past literatures and reliable available secondary source of data from academic journals, books and reports on themes which are related to security discourse, human security and human rights in Southeast Asia. This study indicates that, while most of the countries in the region embrace the spirit of human security and human rights, the full implementation of human rights as one of the important pillar in human security is yet to be fully achieved. Second, the study also indicates there has been a positive progress in academic discourse on human security and human rights in Southeast Asia. It is hope that the study will contribute to a better understanding of human security and human rights concepts as an alternative approach to the mainstream paradigms in international relations. |
