中文摘要:身心障礙者權利公約係聯合國為推動世界人權宣言,所推行的身心障礙者人權相關的保障規範與措施之一,我國目前正積極從各級政府機關宣導身心障礙者權利公約。本文從大專校院之特殊教育現況與身心障礙者權利公約內涵談起,以一所大學之特殊教育方案為例,從其內容看身心障礙者權利公約融入之元素,發現大專校院特殊教育方案提供多元措施以因應CRPD之「機會均等」,大專校院之個別化支持計畫能符應「個別化有效協助措施」之倡議,唯「人權素養」、「人員培訓」及「融合教育」部分,宜更積極規劃。 |
英文摘要:The Convention on the Rights of Persons with Disabilities(CRPD) is one of the protection norms and measures related to the human rights of persons with disabilities implemented by the United Nations in order to promote the Universal Declaration of Human Rights. Currently, my country is actively promoting the CRPD from government agencies at all levels. This article discussed the current situation of special education in higher education and the connotation of CRPD. Taking the special education program of a university as an example, it looked at the elements incorporated into the Convention on the Rights of Persons with Disabilities from its content. It provided multiple interventions to correspond to the "equal opportunities" of CRPD, and the individualized support plans of higher education can meet the initiative of "individualized effective assistance measures", except the "human rights literacy", "personnel training" and "inclusive education", should be more planned proactively. |
