1988年11月12日，台灣九十多個工會團體，三千多名勞工，在台北市舉行「二法一案」遊行活動，抗議政府在修訂勞動基準法與工會法時偏袒資方，以及處理苗栗客運勞資糾紛事件不公。從這次遊行開始，台灣的工運團體每年11月都針對該年度最主要的勞工議題舉行遊行，是所謂「秋鬥」。
In 1988 over ninety Taiwanese labour organizations and upwards of 3,000 workers organized the “Two Laws, One Case＂ Movement. On November 12 they held a demonstration in Taipei to protest the government's siding with employers in amending the labour standards and the trade union laws, and in particular the government's partiality in handling a bus dispute in Miaoli.
